I not know for sure. The carbs will leak some fuel sometimes if you not run it out of gas before raising the engine. As far as not starting it mat be the ignition switch is bad. It may still turn the starter, but, it may not be turning on the ignition. You can remove a plug wire and stick a phillips screwdriver in the wire to touch the metal, then hold the metal of the screw driver about 1/8 inch from metal and see if it arc when some turn the engine over. Just be careful and hold only the plastic handle of the screwdriver, wear some gloves too if you not sure. It should arc to the metal (Finds the fastest way to ground). If, it not arc, then it could be many things, but, ingition switch would be simple to check with a test light and knowing which wire to test with the ignition on. Sometimes it may have "Ign" on or by a red wire. Test light clips on a ground metal and the point touches the nut holding the wire. It sould light when the wire is hot.

earlier you attempt to start the motor vehicle turn on the headlights, function the important and if the lighting fixtures dim suitable down you will in all probability locate you have a ineffective cellular in the battery. If the lighting fixtures do no longer dim and the starter solenoid merely clicks then the starter is in all probability u/s. you additionally can attempt turning the engine over with the aid of hand to make advantageous the starter hasn't jammed (spanner on the front crankshaft bolt), if it has caught in, turn the engine backwards and this might loose the starter. No separate fuse for the starter.

My guess is that the motor is desperate need of a tune up.At the very least replace the spark plugs, but whole thing should be gone over.
