no, the brain is not a muscle it is a collection of nerve fibers.
your scalp however has numerous very strong muscles, but I have my doubts that mineral ice would get them to relax. Won't hurt you to try.

No it's not a muscle, it's an organ, however...rubbing that stuff on your scalp CAN increase blood flow and help with say...a headache, not to mention that you do have muscles in your scalp that tense up. Even so, be careful if you do that...not to use too much or get it near your eyes! You may be better off rubbing it at the base of your skull at the top of your neck, where tension headaches tend to start.

No the brain is not a muscle it is a series of nerve cells... Rubbing ICY HOT or Bengay on your head would just affect the muscle tissue and skin on your scalp and wouldn't go through the skull. Just be careful not to get it into your eyes.
