George Bush's most gutsy decision.
After the 3rd attack on 9/11, all planes were grounded around the USA.
If other terrorists were waiting to repeat the attacks in other cities, they would have been suprised the President just closed a billion dollars for airline tickets, tourism, commercial activities around USA until they go on top of it.

Well, the FAA grounded everything for something like three days (and the exercise of actually grounding all the craft that were airborne at the time was a Herculean feat) after the attacks.
Not sure what you're looking for, but we did it. And I'm glad.
