The space station's position in space is precisely known and and sending the shuttle to it's site is planed by the crew at ground control.

NASA carefully calculates where the ISS will be when the Shuttle should be ready to dock, so they can put a shuttle up in the right place at the right time, so they can meet up with as little dificulty as possible...

The launch of the shuttle is timed very carefully to take place inside a "launch window"... a period of time that will make it easy for the shuttle to 'catch up to' the ISS once it is in orbit.

NASA keeps track constantly of where the ISS and space shuttle are located using satellites and radio transmitters. You can go to the NASA website and download a program that will show you their position above the earth and when they would pass over your area also.
