I can think of two reasons why people might think that:
(1) The dubs are done by the same company, so they have the same voice artists. For example, James Stanley voices Hiei (YYH) and Shin (DBZ). Christopher Sabat voices Piccolo (DBZ) and Kuwabara (YYH).
(2) The "fighting anime" style is used by both, and it seems that most fighting anime follow similar patterns. Dragonball is a bit slower moving (fights often span multiple episodes, and there's more posing and grunting)... but the tone is overall pretty similar.
Of course, that doesn't make it true, but it's easy to see why people think that: a lot of the same voices, characters doing similar things.

They're both highly derivative of Hong Kong action films and earlier 'tiered opponent' animes. Many DBZ fans believe it to be such, but they both follow a formula that has been around in Japanese comics for decades.
Step 1: The Forerunner: an enemy appears that is a harbinger of another, more powerful foe.
Step 2&3: The journey and training for the eventual combat.
Step 4: The ladder of foes. Usually this is in the form of a path or a tower.
Step 5: The villain stands alone. If the heroes haven't defeated the foes sufficiently, the villain kills his own allies for their failures.
Step 6: See-saw of doom. The hero and villain alternate becoming more powerful
Step 7: Revelation. The hero discovers or perfects the power needed to defeat the enemy.
Lather, rinse, repeat.

DragonballZ kicks everyones butts. Then Yuyu Hakusho then bleach and ultimately Naruto. Naruto gets previous promptly cuz they never learn ANY new strikes. Shadow clone, shadow clone thats all. Bleach never have been given into it. i'm watching Yu Yu Hakusho magnificent now and it grew to become into undesirable *** years in the past and its nonetheless rocks. yet Dragonball began all of it and has each thing.

OMG!!!!! how can people say that?! they are NOTHING alike!!!! NOTHING!!!! sure, Yuusuke, dies twice, but those are essential to the storyline!! If yuusuke wouldnt have died the first time, then he wouldnt have become a spirit detective!
And if he wouldnt have died the second time, then no onw wouldve known that he was half demon!!! In DBZ, EVERY character dies at least twice, and their deaths are pointless and stupid and they almot always come back.
