Stellar motion in a circle around our solar system is possible with no Doppler shift. Stellar motion towards or away from our solar system will always create a Doppler shift (though perhaps very small).

Remember, Doppler shift does not measure absolute motion. It only measures either approach or receding velocity. Anything travelling parallel to us in space would show no Doppler shift.
