You don't need a POTS ("Plain Old Telephone Service") phone for any kind of broadband except DSL, and you don't even need it for some kinds of DSL.
Alternatives to DSL would include satellite internet (Wild Blue or HughesNet), cellular internet (available from most cellphone companies), and local companies offering connectivity wirelessly. There might even be some places where you can get internet through your electric lines.
What you're probably talking about is called "naked DSL" which is DSL without any associated telephone service. I know Verizon offers it; I'm connected that way as I type. I've read that Qwest offers it, too. It isn't clear whether other major telephone companies offer it or not.
In order to get permission to merge, the "new AT&T" is having to offer $10 DSL in some of its territory. It's only 768kbps DSL, but that's quite adequate for email, and surfing most websites. If you want to steal music or spend your hours on YouTube, not as great. This is not offered as naked DSL, but the low price may make it acceptable to you. You have to *hunt* for this deal; they are not advertising it at all, and are apparently hoping that nobody discovers it, but maybe it will be right up your alley.

I assume you're talking about DSL since DSL runs into the house over the phone line. Some companies offer what they call naked DSL in some areas. Naked meaning you don't have any phone service but you want DSL service. Its hard to find though. You'd have to ask your phone company.
Of course if you're talking about cable Internet over cable TV line then of course it doesn't matter if you have a phone line or not.

You will need to get your service from a cable company. my apartment has never had a landline. I have cable internet and my cell phone.

Yes, you can get DSL or cable internet. Neither requires a home phone, but DSL does require a phone jack/connection.

I have cable internet, which basically means that instead of traveling through the phone line it comes through with my cable. Very fast.
