It's hard to tell from that photo whether the item is made from polymer clay, shrink plastic, Friendly Plastic, or even painted wood forms, painted metal, or who knows what else.

If you do want to use polymer clay and make "cutouts" like this though, it's easy and cheap.
Check out this page at my site for lots of information on making cutouts:
http://glassattic.com/polymer/cutters-blades.htm
(read the first 1/3 of that page for all kinds of ideas and tools to use)

p.s. .. to make a nice round hole in the piece before baking the clay, use a tiny straw (like a coffee stirrer) or any size straw you want ... twist it back and forth into the clay and it will cut a perfectly even hole. The clay from the hole will be stuck in the end of the straw when you remove it ... just cut off the very end of the straw to be able make another hole.

Totally cool, to give the money you make to charity!! Anyways do you want to use plastic beads or what? If so the easiest thing to buy is strech cord and put your beads on the cord tie it at braclet length (make all different sizes, you never know)!

i already told you once the only choices i know of are shrink art plastic or friendly plastic. friendly plastic gets soft in warm water and you shape it with your hands, i have no idea how the one you see was made, it could be cast that way or it could actually be shaped with something like a lathe. i really dont know.
