Stop wondering about good agencies, you're a long way from an agent. Take acting classes for a few years.
It's not about "good Talent Agencies," it's about how much experience do you bring to a NYC Talent Agency? If you were the lead in a Community Theater production, they don't want to see you. They want to see you had lead roles at Regional Theaters (Agents go to regional theaters to look for new talent.) Without acting experience, stay in the city where you live, take acting classes, for the next 10 to 15 years.
When you have experience, consider moving to NYC.
You can't come to NYC and "get an agent." Many actors come to NYC having studied acting in high school, college, University, Community and Regional Theater.
Don't come here expecting to get an agent. Agents want to see LEAD roles at prestigious theaters. They don't want to see that you played a solider in a Shakespearan play. They want to see real credits. Stay where you are. Build your resume, I in the city where you live. When you have a résumé, with a lot of lead roles, at professional theaters, you can consider to NYC. One must be ready before coming to NYC. You want to get an agent, but unless you have the acting credits, you won't find an agent.
Agents want to see credits: leading roles in good theaters, with good directors. Stay where you are until you have developed a strong resume that will make an agent want to meet you. NYC is not for someone with nothing on a résumé. Find some good acting classes and study for a few years to build yourrésumé.
You have a long way to go.

The only way to know if an agency is legit is if they are SAG (Screen Actor's Guild) affiliated. Which if you go to SAG's website, they have a complete list of all agents in LA and NY. No legit agent will ask you for money up front. It's important to know your market. If you're a theater actor, looking for theater work..then NY is the place for you. But, if you want to act in TV and Films, you need to go to LA. That's where 95% of the work is. Since you have no experience, you won't get an agent right away, but don't give up, because most actors are in that very same spot. You need to take non-union acting jobs, like tv pilots, commercial specs, student films and indie projects to build up your demo reel and resume. You can find those castings at www.Backstage.com
Most agencies are never "taking on" new talent. Yet, they still discover new people they want. Don't just sit around. Get out there, take any acting job you can get. Eventually, if you stick with it, the right opportunities will come and you'll be able to showcase your talent and have exposure to what you want.

p.s. Don't spend YEARS in classes like the person above me said. Some people don't need classes. And, even if they do, they are still out there auditioning on the side to build up their reel.
