Yes, it is a projection of the thyroid cartilage at the front of the neck that is more prominent in men than in women.
Women can have them.

The Adam's Apple is simply cartilage of the neck that we ALL have, however, men have more prominant ones usually due to testosterone causes the cartilage to be larger. Women already have this same cartilage, and sometimes it can be more developed and visible in some women.

Everyone has an Adam's apple, but men's tend to be more noticeable than women's. Look up Ann Coulter in an image search and you'll find an exception. Only she's nearly anorexic, so that's probably why.

A girl's larynx doesn't grow as much as a boy's does. That's why boys have Adam's apples. Most girls don't have Adam's apples, but some do. It's no big deal either way.

Steroids would help. Iam not sure though if they still alter a woman beyond muscle growth past a certain age.
