I think what your trying to say is why do certain people have different resistances to annoyance to others. Its usually your upbringing, i grew up with 2 brothers and one sister and i like to think i came out the other side with a calm relaxed approach to annoyances.
Thats why only childs tend to lack those skills, being more succeptable to teasing and annoyance then the regular person.
Also you should do something about your writing, i thought i was shocking at spelling :)
