Racist and/or ignorant. Some people are just dumb. It's not just african americans either. It's anyone who says something someone else doesn't want to hear. It's sometimes rude and obnoxious but eh, that's life.
I've gone to questions where there are dozens of perfectly fine answers, all with thumbs down. When you see a thumbs down for all 123938943 answers it's easy to see someone just went down the line knocking them down. Obnoxious.

If that is true then yes. However, it would be hard to prove that is happening. If a person automatically dismisses everything someone says simply because of their race, then absolutely, it is racist.
