The basic premise seems similar to Match.com or another dating site, just on the phone and random, instead (and only the guy pays). Unfortunately, it seems some people abuse it for illegal activities.
So the short answer is NO*
* Terekura is legal when used for legal activities.

terekura means Telefonclubs( telephone clubs) but they are used for Illegal purposes such as Prostitution and Child Prostitution in alot of instances.
So in the literal sense of the word, No Telefonclubs aren't Ilegal.
