i would say sammy because david is a little weird for me when he sings and van halen's music wasn't so wild when they had sammy with them but they have some good songs with david

If ever two men on this earth sounded almost identical, it had to be Sammy Hagar and David Lee Roth. It's hard to tell the difference between them alot of the time. Their music styles are different. Watching them live, David Lee Roth put on a much better show than Sammy. So, I would have to say David Lee Roth.
