Your question is asked in the Netherlands section. The best advice when you want to look for work in Holland is www.undutchables.nl . They give information on working as a foreigner in the Netherlands: permits, temporary contracts and it is a recruitment agency.
There is always work in bars even if you do not speak Dutch. The Dutch speak English good enough and accept it if you have to learn Dutch.

You dont say where you want to go? If you are looking for bar or waiting work the best place to look are the local classified sections in newspapers as the larger job agencies offering work abroad dont always advertise these types of jobs.

If you look for newspapers in English in the country you want to visit they usually have a classified section and have loads of bar jobs!
