The safest setting for hot water coming out of a hot water faucet is 110 o.F or 43 o.C

Anything below 140 deg. F. (60 deg. C.)
is okay. Above that it will burn.
Even that high is very hot and difficult to tolerate but not dangerous, but if you want to immerse your entire body in the water, better limit it to about 40 deg. C. (104 deg F.) because it can and will (over time) raise your body temperature to dangerous levels.

Room temperature.

The body is most comfortable at temperatures between 18 and 24 degrees centegrade. So tap-water should be this temperature as well.

Around 55°C is a fairly good home hot water temperature.
60°C and above can actually cause scalding to sensitive skin.
