they make magnets that are coated with temperature sensitive surface. you stick them to the tank and pour water on them and they indicate the level in the tank. look in your local hardware store.

another way is to weigh the tank full and empty and calculate the remaining propane in the tank that way but its a pain to pull the tank just to weigh it.

There is a reverse thread on the connector. In the connection is a little nib that depresses the safety valve on the tank. If you do not have it connected correctly it will not dispense gas.

Myself, I would disconnect it and pick up the cylinder and shake it, you should be able to hear and feel the liquid propane sloshing in the tank. Good luck.

real easy, close the valve, disconnect it, open the valve just a smidge and see if you smell propane. no smell, no gas.
