What makes him think he can stop global warming single-handedly?

No, you must have him confused with someone else.
You got 3 out of 5 letters in his name wrong.
He hasn't started campaign ads yet.
On his website he says "The Dodd Plan will begin to turn back the clock on global climate change"

Since he blatently igorned the issue for decades (until it became politically popular), he probably has no clue of the scope of the problem.
You cannot 'stop' global warming because it's already happening, and certain self perpetuating cycles are already in place. All we can do is fight the affects of it and decrease it's impact.
I'm afraid Senator Dobbs is a toddering old fool and tool.
