No, but you can install an interlocking paver sealer (to the paver & joints) or polymeric sand to the joints. Both bind the sand in the interlocking paver joints and, therefore, prevent weed seed germination. They also prevent sand from blowing out of the joints during a wind and/or rain storm.

Yes there is. The product you want is polymeric paver sand. That is a generic, not brand name. Contact stone and brick sales places. Clean the pavers thoroughly paying special attention to getting rid of anything growing in the cracks between the pavers. Spread the polymeric paver sand and then water the pavers. The moisture will harden the polymeric sand.

In addition before laying brick use a granular pre-pave or pre-grade herbicide that is a ground sterilant. That way nothing will grow in that area for up to a year. Try "Weed Easy" Granular with bromacil.

A quick fix would be roundup. If you use the poly sand be very careful with it and follow the directions carefully.
