Is there a way to remove sludge etc. from fuel tank without removing it from the boat.
26' straight inboard with 75 gallon gasoline tank.
I would need to cut open transom to remove.

There are many companies that provide this service involving recirculating the fuel through a filter and chemical washing the inside. Usually US$400/tank approx.
You can do it yourself with the purchase of an electric pump & filter assembly.
There are articles on the web giving instructions, just Google for them.

Remove the fuel hose and flush it out. Diesel oil disolves sludge quite good. Or even detergent. Can use a spray gun of some kind and spray it in thru the fuel filling cap.
