Does an Astronaut Decide before they Launch up into space or how does that Work

the decision is made months even years in advance before the prospective astronaut is sent to space. the decision is made by the flight control not the astronaut, and is primarily based on the astronauts training in various skills and abilities.

The astronauts and cosmonauts who stay on board the ISS were chosen years in advance of when they actually fly in space. They spend most of their time in the years and months before their 'mission' in training. They have to know everything about the space station, plus any science experiments they might have to perform. If they are US astronauts, they study some Russian language, and vice-versa for the Russian cosmonauts (although most of them already know enough English).

The crews for the next several ISS missions have been chosen or narrowed-down to a few astro/cosmonauts. There is always a main crew and a backup crew in training for the next missions.

Why do they stay?
They stay mainly to keep the station operational, and in good shape for when it gets completed, when more science experiments can be performed. They also stay (usually 6 months at-a-time) to further study the effects of weightlessness on humans.

When the arrive at the SpaceStation, the eligible astronauts are gathered in a circle. The commander of the mission flips a coin...since there isn't any gravity, the first person to get to the floating quarter, gets to stay in space.

Well.......they can't commute! It's WAY too costly to make multiple trips. So they go and stay a given length of time, and then return once a given series of tasks has been completed.
