"pick up" mommies at the park
put an ad in the newspaper--or look for a preexisting ad in the paper
call your local hopital to see if there's an established group
But I suggest meetup first. That's where my playgroup got established. I live in a town of 30K people and there were about 15 people who'd already signed up on meetup. I took the initiative of buying a 1 month subscription so I could organize and communicate with the other people ($19 for 1 month with a 30 day money back guarantee). We've got a good core group of about 4-6 mommies now (about 10 kids). We've ditched meetup and moved to a free site to host our calendar of events. Check it out http://www.easysite.com/lewistonmoms
