A Wi-Fi Hotspot is an area in a building or even within a city where you can connect to the Internet using a wireless network adapter.
You "attach" to the network by using your laptop and its wireless network card, and you use that to hunt for available networks. When one is found, if it is a public Wi-Fi hotspot, you can immediately get connected and start browsing or sending email. If it is a private Wi-Fi network, then you may need a password or encrypted key.
Most of the larger hotels offer Wi-Fi service in the hotel rooms for their guests, as do some internet cafes. There is also a movement by some cities to provide free Internet access via Wi-Fi hotspots.

The computer accomplishes this by contacting a nearby wireless network with its internal NIC (Network Interface Card). The NIC seeks out the radio waves generated by wireless networks.

Wi-Fi hotspot in smartphones is basically using your cell phone to transmit the internet to your other devices (ipod touch, laptop, computers, etc) so that your devices can get the internet. There is a monthly fee for this service by your cell phone company. Not all cell phones can transmit the internet to other devices. Only some smartphones have this capability.

WiFi is only good for about 30 feet or so. Most computers that are able to connect to the Internet using WiFi need to be close to get a good connection. They will have software on the computer that tells you how good your signal is coming in. Thus, it's always good to find the WiFi hotspot. ;-)
