How decide the bookers who is the next who will get the wwe championsshipbelt? What is the matter? Popularity, or strong Charisma, great wrestling skills...

T-shirt, caps and other merchandise sales. The straps are nothing but props nowadays and are put on talent who can get fans to the souvenir stands.

It mostly goes with how over a person is with the crowd, and how much of a reaction they get. If they see a face or a heel getting a great reaction from the fans, whether it be boos or cheers, they'll be considered for the championship belt. Your ability to sell mechandise and tickets also help, whether it is the fans wanting to see you win the belt or to see you lose the belt. Good or at least decent mic skills and charisma are a must, because as a champion, you are required to carry feuds along through promos and interviews. Your look is also considered - take a look at the push of the early Chris Masters for an example of how much your look matters. Good wrestling skills aren't as important in WWE, but they are good to have. People with good wrestling skills but maybe not the most charisma often take their place in the upper midcard or midcard, where they are able to have good matches with other wrestlers, yet don't have to speak on the mic as much, and will occasionally be pulled up for a title shot. And sometimes, they'll even win the title, too. However, good wrestling skills can be essential, because if you don't have good matches, the fans won't like you as much. A few times, the title has been rewarded as a reward for loyalty or hard work. Shawn Michaels winning the title at the 2002 Elimination Chamber is a good example of this.

In reality, there's a bunch of factors that determine the next champ.
