Sounds like he may need a blood test to rule health issue's out.

inefficient circulation system, is he very tall? Raynauds disease could also be the cause. Hands are usually cold as well with this. I am not medically qualified to give definite answer though.

my fella is the same - constant cold feet!
The doctor told him it was bad circulation and he needs to put his feet up ie level with his knees more often to help the flow of blood.
