I have a neighbour who parks a huge vehicle in his front garden blocking what would otherwise be country views. are there any regulations concerning this?

The council can take action if he is using the house & / or garden as commercial premises ( i.e. a haulage company ) without planning permission.

It depends on what his deeds allow him to do.
The deeds for our house have a clause that prohibits us from parking a caravan at the property.
Older properties are less likely to have such clauses.

I know of one property in Sussex that has a jet aircraft parked in the garden.

usually no vehicals are allowed to be parked in front of the building line, check your local bye-laws
