Maybe I'm missing the obvious answer here, but oh well.

I am a high school senior, and I am enrolled in Post-Secondary Enrollment Options(which means I take free college classes through the local college, supplied by the state)

For my actual college applications..Am I applying as a transfer student, or as a high school student?

I have one High School class, and 18 college credit hours per semester.

One of your respondents nailed it on the head. You will be a high school student and sadly don't be surprised if all of your classes are not counted - especially if you go to a college that does not have an agreement in place with your local college where you are taking these classes.

They may accept the classes for college credit toward your hours, but not count them as satisfying specific general education requirements.

Check with your high school guidance counselor on how this works with local colleges in your area.

Your college classes should show up in your High School transcript. You should apply as a High School Student though. They will still count your college credits.

You are not a transfer, you are a high school student. You just may enter as a sophomore credit-wise, but don't be surprised if many of those credit hours don't count.

I would assume you're applying as a high school student, but maybe you should ask your high school guidance counselor or contact the admissions office of a college to which you're applying.
