Sure, but it takes alot more money to do that effectively than it does to get the nomination. It also takes more work (getting on the ballots and such).
Ron Paul could do this if he were to get on the Libertarian ticket as the Presidential Candidate (in that they are pretty well established across the nation already).
If a person can not win the nomination of one of the two major parties, they can not win the general election however...so its somewhat pointless unless it is simply to make some kind of statement.

I believe so. Joe Biden ran as an independent for the Senate race in New Hampshire, didn't he? Don't think there's any restrictions for running as an independent as long as you're at least 35 years old.
