Just a guess here, but I think it might because Portman is quitting.

Portman did not want to be involved with upcoming battles ..

over future plans of Bush vetoes of over-bloated political pork spending bills..submitted by Congress to demagogue and as usual do nothing concrete

they will have all of the libby-poos crying about Bush not caring about his own Vets..when this fall when he vetoes the funding bills ..

the political rancor..is going to be at it's ugliest and wrongly projected about the vetoes.

Not sure, but isn't he the one who disclosed that no one in Congress ran the cost of Immigration Bill numbers though the budget?
