No. Ion formation involves loss or gain of electrons. To change atomic number, you have to change the number of protons.

The atomic number is what classifies an atom as a particular element. Atomic numbers are only the number of protons, while ions are formed by the gain or loss of an electron. The atomic number is the same for all atoms of a particular element, while the number of electrons can change to form different ions.

Chemistry wasn't my best subject but I believe that the atomic number of an element refers to the number of protons in an atom. Since the procces of ion formation is due to a change in the number of electrons that an atom has the number of protons and thus the atomic number is unchanged when an ion is formed.
