God isn't a being capable of asking questions. Only we, the manifestations, can ask the questions. So the only time 'god' asks a rhetorical question is when humans do.

Rhetorical questions are good teaching methods, evidenced by the parables and teachings of Jesus Christ.
When the Lord asked the whereabouts of Adam, He knew exactly his location. He simply wanted Adam to respond why he was naked at the time.
