this is a touchy topic. I myself show off my cleavage and like for people to notice it but for a guy to compliment me on it, it makes me feel a little weird because i am married it's like women want to be noticed by everyone but you can't say nothing i dont know, and that is where the problem lies. If you are going to complement a woman on her cleavage you first need to make sure she is single if she is i think it's ok to compliment her just don't start a converstation about her cleavage :)

ehh.. i have nice cleavege and i show it off buti dont know that a direct compliment..even if done tastefully, is what i would want. I know that obviously if some of us display it, it means we want people to see it but a, thats a nice shirt, or you really look good tonight is better than wow great cleavage.
I kno because one day i was walking and had cleavage showing and someone shouted nice ****..now did i want a reaction yes..was that it... no. I would have appreciated a wow or even if a guy just turned his head as i walked past him.
p.s. keep in mind that some of us have assests that arent always hideable..no1 wants to constantly wear a sack..doesnt mean we let it all hang out... for those of you saying we shouldt put it out there.

I'll put it to you this way:
If the woman likes you or thinks you're cute...you may get away with commenting on her cleavage. But you also run the risk of her not liking you anymore.
If the woman doesn't like you she could file a sexual harrassment suit on you.
But in general...you should never compliment a woman on her breasts...unless she's asked you for your opinion.

I don't understand it, Glenn. It was perfectly acceptable for me to bury my head in any woman's cleavage until I was 13 months old. Now we can't even say "nice rack".

They must do it for a reason....so go right ahead. It's their own fault if they didn't intend for a compliment but they're the ones showing themselves.

personally I think you can say anything to anyone, but it is all about how you say it, but she should be happy to get a compliment on them, because as you get older they go south of the border
