If it is a movie,
Windows Movie Maker has an option that allows you to
take a picture of any frame. If you have software such
as Beneton GIF Movie (free on Download.com)
what you can do is take the frame pictures,
and put them on a loop. That way you can
still watch it move, however there will be no audio.

Here's a tutorial on how to convert the .swf file into .avi or .gif. A .bmp file will not work because you cannot animate it.
