As long as there's no sun beaming out of the sky, you will not get a tan. If the clouds are covering up the sun and it's hazy no matter what temperature it is, you will not get a tan.
Have you thought of purchasing a tan (tanning bed) from a tanning salon? I think you can purchase one tan, per day at a tanning salon. You might need to purchase a bottle of tanning oil (recommended for tanning under the bedlights)that will protect your skin and/or enhance your tan. However, you will not achieve a tropical suntan with just one tanning session. Also, I think the cheapest (one) tan session will cost you about $5.00 - $8.00 depending on what geographical location the tanning salon is. You can call or look online under http://www.darquetan.com. You can do this until another day comes around where it's sunny outside, then you can tan for free under the sun.

The key thing is the intensity of the sun's rays (temperature is unimportant - you can get sunburn and snowburn in Antarctica). The sun is most intense when it's highest in the sky, during summer this is 1pm each day, it's also higher in the summer months than the winter months.
The amount of sun reaching you is of course important, if it's hazy some UV and IR light will be blocked but you can still get a tan. Watch out for when it's breezy or a bit cooler, you might not feel all that hot but the sun can still burn you.

Regardless...you can still get exposure to harmful rays when its hazy. Be smart and wear sunscreen when outside. And DON'T go purchasing tanning visits...I did that for many many years (Oh,about 15) and ended up with melanoma as a result. A burn OR tan is a sign that damage has already been done to your skin.

If the haze is not too dense, you still can get a tan. Just put sun tan lotion on to maximize your results.. However, don't stay in the sun too much because you don't want to develop skin cancer.

WELL THE BEST TIME TO TAN WOULD BE AROUND 11-2 P.M. THE SUN IS DIRECTLY ON TOP OF US THEN AND THAT IS A GOOD TIME TO TAN

Yes, UV light can penetrate light clouds, therefore you can get a tan (or a burn).
