It dosen't matter, what matters is, what do we got to do with that glass of water.

If you want to drink the water, it is hafly full.

If you want to glass to be taken, it is fully half.

The statement depends on the situation.
Every body knows that the earth is rotating around the sun but, we say every morning and evening the sun rise and sunset.

When we are standing on the railway station platform, we say the train has left the station,
but, when we are inside train we say that that particular station has left.

The water is full, no matter how much glass there is. The same goes for the glass, it is full no matter how much water, or how much of the glass there is.
