I'm wondering about yen to dollars and not so much vice versa.

I lived in Japan for three years. The best place to do an exchange is at the Post Office. It is also the best place to use the ATMs. Most ATMs are in Japanese and do not take North American Credit or ATM cards. The post office ATMs are in English and take North American ATMs and Credit Cards. Also please remember that Japan is a cash society. Most place do not take Credit Cards and even if they do most do not take North American Credit cards. Good rule of thumb is to take about 300 to 400 dollars a day out or about 30,000 or 40,000 Yen a day.

The trade agreement will have impacts on tariff and non-tariff bariers which will be removed including the tax walls and quotas, but not the exchange rate whatsoever. But the financial agreement such as the Plasa Accord in 1985 which the US had pressured Japan to recognize the en daka(strong yen). It has created the biggest and longest liquidity trap in history.Since then, the Japanese economy has never been declared a recovery until today.

As other have said the post office in Japan is good. If you're traveling to Japan or out of Japan, Narita airport also has a reasonable rate (it was much better than any of the rates I tried to find when exchanging yen to euro in Europe).

You are probably going to get a better rate in Japan than you will in the states. Check this web site for daily quotes on currency prices. http://www.xe.com/ucc/
This is generally the most up to date site and will let you know if you are being treated fairly or not.

Military bank (if you live on base or know someone who does) or if you live in Japan, the post office (get a money order, it is the cheapest and has the best rates) or any bank. If you are in the US, probably the bank.
