The English letters will come through unchanged, but the Chinese will come through as Chinese characters rather than the gibberish they come through when you don't have the language pack installed.

No, Language Packs are install so that operating system can recognize these characters which will also allow u to type them

No, it will allow you to display Japanese and Chinese text though.
