What are the minimum requirements WHO would require ?
Is the machine going to belong to YOU ? If so YOU decide.
Work out what software you want to run, look up it's minimum specs, add a stack more memory and opt up on processor speed for future proofing and order.

If you are buying with Vista, go 3GHz and 2GB ram if you can.
