I am going to be digging up about 75 rose bushes from my grandfathers house and I want to bring them to my place! I live in Corvallis Oregon we have fairly mild winters. When is the best time to do this??

75? you Lucky....
Anyhow, it's getting too hot so if you want a better chance of them surviving the shock then wait until late fall. After first frost would be best. While roses are dormant they suffer little if zero shock and you don't have to be in such a rush to get them in the ground. I would suggest you do it over the fall and winter months provided you are still able to dig the soil. 75 is a lot of roses and a lot of work. You wouldn't want to share would you? ;) JK
Anyhow, have fun and you have a lot of work ahead of you.
