For the present a publican can refuse a member of the public use of the toilets in his pub, saying they are for the use of patrons [drunkards at the bar] only.
However, fear ye not.
A new Bill is already before parliament to change all of that. The new Bill, when it becomes law, will make it mandatory that pubs, bars, restaurants and cafes etc., make their toilets available to all member of the public at large, no matter who they are.
I hope this Bill get through both houses quickly. The sooner the better.
Publicans who do not obey such a law should have their licenses revoked. This can be done by the local authority without recourse to a court or a magistrate.

OK.
If it was a very good run pub/bar/club, I would like to think that they would say yes.
But "Unfortunately" there are some premises that still live in the dark ages.
And these premises are only interested in money.
I would like to think - and I`m probably alone - that if you have a need to use the toilets, they should say yes.
But that is only my view.
The pub where I drink has no problems with people that need to use the toilets.
But....each pub/club to it`s own.
Having said that........Remember it is a "PUBLIC" house which is open to the "PUBLIC".

A publican can refuse entry to their pub, bar etc to anyone and they are not obliged to give you a reason. You are only allowed on the premises at their implied invitiation, which they can remove at anytime.
So basically yes, they can refuse a member of the public entry to use the toilet.

If you are in Spain it is a common thing to go into a bar and ask to use the toilets,no one thinks anything about it,their toilets are far cleaner and better maintaind than the ones in 99% of British pubs or restuarants

there is a very old law actually which states that if there are no public toilets within so many yards then you can use the toilets, publicans do not always know this law, so it is at their discretion.

all sounds good so I can come and knock on you door and ask to use your toilet... bet you say no.
councils are already paying some pubs to become public toilets if they wish..a number of us say no because you don t know who they are and 90% leave them in a state ...so a way around this is to tell the person they are barred and you don t have to give a reason

It is at the landlord's discretion as to whether he allows a person to use the toilet without first making a purchase.He can also decide who he serves and who he bars from his pub.

Most will allow it if you ask first but ultimately,the toilet facilities are for customers only..A little politeness goes a long way...In answer to your question though,no it's not against the law.....

there is no law to cover this. A pub landlord can prohibit you using the toilets if you are not a customer. It is entirely up to him.

yes he can refuse you the use.....
But he can`t refuse you a drink in a public bar.....he must provide you with a cup of water....at the very least
