Actually this question is unknown... Chess may not be a winnable game... thus God could not be a perfect winner every game because it's not winnable... we'll know in a few decades when computers can finish the computing the algorithm to decide.

When Steinz was in the insane asylum after losing to Lasker he offered God pawn and move.
