Lots of stuff in mind but dont know what would be the best to do.

If its a small community, I would say open a book store and create a book club to generate interest and regular customers.

you omit to mention where this would be, or even a general idea.
most of the items most stores carry are only to get people into the store ... they make virtually all their profit from alcohol and tobacco.
now, how to find out what might get people to come in? Umm ... you might walk the area and ask questions of locals. If it isn't illegal or dangerous, you might also ask motorists in cars stopped at local traffic lights.
and you could check out the competition ... what do they carry and what do people seem to buy?

food,snacks,drinks,cigarettes,local lottery tickets, toiletries,some wine and liquor.
