With the exception of the first three, Operation Restore Hope was a military-humanitarian operation. America in military terms won the first three as well as the fourth one but we were unable to capture Mohammad Farrah Aideed (Thankfully, he was shot and killed by Somalis).

1.) The U.S. did not win nor lose the Quasi War with France although the USS CONSTELLATION made a good account of herself; hostilities ended when Napoleon came to power and recognized the American republic.

2.) At the second barbary war the Dey simply capitulated to repeated threats by Commodore Stephen Decataur after the American squadron captured several Barbary corsairs. Later a combined Dutch/English fleet sailed in and clobbered the Barbary corsairs once and for all.

1 No war actually fought. But France accepted the most important US positions, so you could say it was fairly successful.

2Pretty much yes.

3 US wasn't really a party to the war, but US diplomacy did play a major part in ending the war, after which US troops served in a successful peacekeeping role. The role of the US in ending the war has to be considered a diplomatic success of the Clinton foreign policy.

4 No. Pretty much a disaster.

but as always, one must question what it means to "win a way" ... the answer may not be as easy as it seems.
