The best time of the day to water is the morning. Then your plants will be freshly watered for the brunt of the day's heat. A major concern with watering however, is actually reducing the chance of water sitting on the leaves for an extended period of time. It can serve as a vector for fungus and diseases. Given I'm not the earliest of risers, I rarely have the time to water before I leave to work. In that case, watering early in the evening is the next best alternative. That way you have a few hours to allow the moisture to evaporate from the foliage.

As stated, early morning is best. Try not to get water on the leaves. And a few GOOD SOAKINGS are better than a bunch of short ones. This will promote good root growth because the roots need to grow deeper to get to the water. If you just do short waterings, it creates a lot of surface roots which doesnt promote a healthy plant.

water at night or close to sundown - that way the water has a chance to soak into the soil and doesn't help the sun to FRY your plants! if you have to water in the morning (who wants to water when they get home at 11:30 at night!) try to do it as early as possible - at least an hour before the sun will shine on your flowers. you might end up with some scorching but you should be okay until that evening when you can water again to help them.

Early morning or after the sun set at night. Never water them in direct sunlight!

Also, it's best to put the water directly on their roots. No need to water their leaves!

Early morning is best. If you water at night you raise the chance for disease. If you water during the day your watering isn't as effective.

Early morning, because at night you could wind up with mold on your plants.
