it's a website that offers peer-to-peer (from one person to another) file sharing software.
using software to share files is not illegal unless those files are under copyright of some sort - which most of the music and films on the network limewire accesses are.
basically if it's any band or movie you've actually heard of, then it's illegal to download it from a free file sharing network regardless of what software you use or what network it is.
even if you buy limewire pro the same rules apply, people assume that if they buy the software from the site that they're now using a fully legal service - they're not.
sites such as itunes provide legal, paid-for downloads.
EDIT:
as i said above ^^, even if you are paying limewire for limewire pro it is no safer than standard limewire - all your payment gets you is support for the software and allegedly faster download - the legality issues still apply.
as far as advice goes, if you want to be legal you have to be paying per download - free AND legal downloads of movies/music/software is for the most part a complete myth.
and on a side note, the people that always say 'don't download limewire it gives you viruses, get gnoozle instead' are completely clueless - the viruses come from downloading infected files, whether you're using limewire/bearshare or any of the other dozens of similar programs they ALL USE THE GNUTELLA NETWORK FOR THEIR FILES so regardless of what software you're using, you're downloading the EXACT same dodgy files.

Basically, limewire is a free to use, P2P (peer-to-peer) file sharing program. it connects to the gnutella file sharing network and allows for the sharing of most file types.
This is the most confused issue on the internet. If you download music for free from the internet, and its not a "sample" or "free deal" or some other promotion, and the band has nothing to do with it then it is illegal to download it. Period. Whether you pay for the service or not. The program itself is not illegal though, as it can be used to download legal, non copyrighted materials.
Without sounding big-headed, i have a fair bit of knowlegde of computing and the like, and to my knowlegde, you CANNOT get a virus from downloading a music file from a P2P program like Limewire - IF it DEFFINATELY is a music file. NEVER download programs, archives, text or word-processed documents from a P2P program such as limewire, as most of the time they ARE viruses.
If you pay for limewire pro, the artist's whose songs you download don't get royalty fee's for each song downloaded, so it is still stealing and therefore illegal.
hope this helps

It is peer to peer software, that is used to download music and software that people are to cheap to purchase. Of course, you do get the added benefit of receiving viruses and spyware from using Limewire. And yes, Limewire has been ruled to be illegal.
