Sounds like not enough water pressure or a clog. Try plunging it. I had the same problem, but fortunatly my landlord came out with a snake and fixed it.

You need to determine if it is the drain or the toilet. Take a 5 gallon bucket of water and quickly pour it into the toilet bowl. (stop if it does's not go down) If it doesn't go down, it's a clog in the bowl or drainline. If it goes down nearly as quickly as you pour it in, it's a toilet problem. Remove the tank lid and flush. See if the flapper stays up until the water is almost drained from the tank. It should. Next, take a mirror and inspect the holes under the bowl rim. They sometimes get clogged with mineral deposits. Clean with a coathanger wire. If you get bubbles in the bowl when flushing, it's a vent problem. Good luck.
