Lots of good answers, and lots of good cartoons out there still. But, if it were something like the Rock and Roll H.o.F., and there were inductees every year, then eventually everyone one deserving would get in. The first year, though, would of course be the best time to get in, and for those members, I would choose:

1. Bugs Bunny - Do I even have to explain why?

2. The Simpsons - Probably the MOST successful cartoon series ever, and consistently one of the best written.

3. Ren & Stimpy - The first 2 seasons of this cartoon are hilarious from beginning to end (Space Madness, Stimpy's Invention (the "happy helmet'), and Untamed World to name a few), and the influence of their drawing style is evident in many cartoons today, such as Spongebob and My Gym Partner is a Monkey.

4. Akira - This may seem out of place, but for many, this was their introduction to Anime, and the quality of the animation was unparalleled. I can't seem to locate the exact data, but I remember that the film had more animation cells than a Disney movie, as far as frames per second I believe. Someone with knowledge about animation would probably know better than I do.

I could name a couple more, but these were the ones that really stand out to me. South Park and Family guy are great, but they just take what The Simpsons do to another degree, and the same could be said for the other cartoons on my list. They heavily influence alot of todays current favorites. And remember, this is only a list of the first year inductees... Later members would include, not necessarily in this order:

Daffy Duck, Wile E. Coyote, Road Runner, Rocky and Bullwinkle, Charlie Brown and the gang, Garfield, Family Guy, Spongebob, Speed Racer, etc. etc. etc.

Bugs Bunny (I guess we can let Woody in too--and Mickey will probably sponsor the thing, so he's a shoo in.)
The Flintstones
The Simpsons
Beavis and Butthead (hate them if you want, but when two cartoon characters become the most influential music critics of their time, they make the hall of fame automatically.)
South Park

And since you can't have a hall of fame with seven members, lets add:
GI Joe
Care Bears
Jetsons
Thundercats
The Littles
Ren and Stimpy
King of the Hill

I'm assuming we are talking about cartoon sit-coms or shorts--if we get into feature length films, it's another whole list.

There are cartoon halls of fame, just got to know where to look...
You could fill a wing or two with the works of Hanna-Barbera : Scooby Doo, The Flintstones, The Jetsons, Jonny Quest, Huckleberry Hound, Yogi Bear, Wacky Racers, Tom and Jerry, Ruff and Reddy (first cartons drawn for tv), Magilla Gorilla, Quick Draw McGraw. Saturday mornings wouldn't have been the same without H-B !!!

If I could make only one nomination: Bugs Bunny. Not the only great cartoon character out there, but truly a timeless classic.

Mel Blanc would *have* to be inducted as well. I mean, come on.
