The government has changed the rules, so many who are eligible for passports but were NOT going anywhere that required a passport under the OLD rules now suddenly find they need one.
Customarily it took six weeks to get a passport.
If the government sets up a situation that makes it impossible for honest citizens to comply with the new policy, I think the government should also be responsible for accommodating those who find themselves confronted with a problem.
Monetary compensation for those not receiving a passport? NO.
A temporary passport or hiring qualified personnel to expedite the overload? YES!

For adults, passports are valid for 10 years, so why you would wait to just a few months before the trip to apply for one is beyond me. Especially for a summer trip. EVERYONE vacations in the summer, the passport offices get swamped. Their website even says so. Normal processing time is up to 12 weeks, so at peak times I image it could be closer to 14 or 16 weeks.
They don't owe you a refund because you chose not to pay for and follow the instructions for the expedited service. So, you'll get your passport when you get it.
To anyone else reading this: If there's a remote chance you'll be making an overseas trip (honeymoon, vacation, overseas schooling, work, etc.) in the next 10 years then apply for your passport TODAY. Don't wait till you buy the plane tickets.

I saw a news story several months ago regarding the renewal of passports. We renewed ours then and had no trouble. People who wait for the last minute to get it done are now suffering from their laziness or their procrastination. No you can't totally blame the government. People must take responsibility for their own actions and decisions. They have to bear some, if not most or all of the blame.

I think they should. Although in order for them to be able to afford to do that, they'd have to charge more for a passport. And if your trip is coming up soon and you still haven't received your passport, you can call the people who issue the passport and tell them about your situation, and they'll try to make sure they send you your passport on time. So hopefully it won't be an issue.

Because they didn't PROMISE you, in writing, that you would definitely receive your passport in 12 weeks and back up that promise with a money-back guarantee.
That is the government for you. Enjoy.
