We learned this in biology class, but it's been a while, so I might get it slightly wrong. I think that you have to be touching the wires and the ground or something that is touching the ground in order to be electrocuted, and the birds only touch the wires when they land on them. That's the best answer I can give.

in order to get electrocuted, you need to touch two different point with different voltage potential
Like, 12000V and 100V, you'll get fried
When the bird is on powerline, the powerlines actually is covered with non conducting material in the first place. Even if there's leakage, the bird will still be connected between 2 same potential point, so there' no current flow
Current flows only between 2 different potential point.

Because they're not touching the round at the same time. Electricity has a natural tendancy to reach the ground, so if you had arms long enough to touch a power line and the ground at the same time, the electricity would travel through you, and you would get shocked.

Because if they stand in the same line, they're on the same voltage, but if two birds stand in different lines with different voltages and they touch eachother, THEN they will get electrocuted

They don't complete a circuit. The electrons flow into them, but not through them.
You could hang from a power line + not get hurt, but if you were standing on an aluminum ladder and it was raining you'd fry
