Bell peppers can be a varity of colors of which green, red, orange and yellow are the most common. Green peppers are unripe bell peppers ans so tend to be more sweet then the other colors. If left of the vine the Green pepper is allowed to rippen and so will change from green to yellow to orange and then to red.

Well, a green bell pepper is just an unripened bell pepper of any color, so either way, it is the same pepper.
